Maybe a scene from a LITTLE COLONEL or ELSIE DINSMORE-type book. They look a little self-conscious, and their outfits look carefully put-together. Isn't the lower one a girl wearing a woman's dress? I think they’re acting something out (as said above, something about a girl being stuck on a fence, a classic scenario in old-fashioned children’s literature).
